Product Change & Product Release

PRODUCT RELEASE / CHANGE GOVERNANCE

What must be resolved before a changed product configuration can be released?

An approved engineering change is not yet a product release. Passed tests are not automatically sufficient either. What matters is whether they cover the exact hardware, firmware and variant configuration intended to enter production, service or the market.

In this entirely illustrative case, the fictional Norevia Motion Systems SE must decide whether to release its Vektorion SafeDrive S4 servo-drive family. Following the discontinuation of an electronic component, the hardware changes from revision H3 to H4 and the embedded firmware from 4.7.2 to 4.8.0.

Variants S4-08 and S4-22 have been fully verified for the new configuration. For the higher-power S4-45, a combined high-temperature and single-fault test remains incomplete. Engineering considers transfer of existing evidence supportable; Verification and Product Safety do not yet consider the variant-specific coverage sufficiently established.

The relevant question is not only: Has the engineering change been processed and approved?

Do the exact configuration, affected variants, applicable requirements, relevant tests, open deviations, release conditions and competent authority form a sufficiently defined state for this exact product release?

ENGINEERING CHANGE APPROVED ≠ PRODUCT CONFIGURATION RELEASED

I / THE PRODUCT RELEASE DECISION

The decision does not concern the change request. It concerns an exactly defined product configuration.

01

The Product Release is concrete

Norevia Motion Systems SE and Vektorion SafeDrive S4 are entirely fictional. Norevia is presented as an industrial servo-drive manufacturer.

RELEASED

The historical baseline remains preserved; the proposed change does not retrospectively overwrite it.

03

The change is a bound hardware-and-firmware configuration

A discontinued electronic component in the dual-channel safety input is replaced, and the diagnostic sampling and plausibility window in the embedded firmware is adapted.

HARDWARE H3 → H4

FIRMWARE 4.7.2 → 4.8.0

The relevant Change Identity is Hardware H4 in combination with Firmware 4.8.0.

04

The same product family does not mean identical verification conditions

The variants share the safety-I/O architecture, firmware and communication interface, but differ in power stage, thermal load, PCB layout, cooling and internal power dissipation.

SAME PRODUCT FAMILY ≠ IDENTICAL VERIFICATION CONDITIONS

05

Change Approval and Product Release are different decisions

An Engineering Change can be described, reviewed and administratively approved without defining which variants, markets, production populations, service cases and release conditions are authorised.

11

The regulatory date belongs to the Decision State

Regulation (EU) 2023/1230 on machinery generally applies from 20 January 2027. The illustrative release date is 18 November 2026. The applicable legal framework still requires separate product classification by competent functions.

Primary source: Regulation (EU) 2023/1230 on machinery

12

Software and firmware changes can be relevant under product rules

The European Commission's Blue Guide discusses physical modifications and software updates as potentially relevant to conformity status. It is official but non-binding guidance.

Primary source: European Commission — Blue Guide 2022

A firmware change is not automatically only a software-release matter.

II / CONFIGURATION AND EVIDENCE COVERAGE

Evidence becomes release-relevant only when its configuration and scope are clear.

13

S4-45 VERIFICATION COVERAGE — CONFLICTING

20

Evidence Inheritance is a professional decision

  • 01A technical comparison basis and identified differences
  • 02Relevant worst-case conditions and Requirement linkage
  • 03Documented uncertainty and a defined scope
  • 04Competent professional authority

EVIDENCE INHERITANCE ≠ FAMILY-WIDE ASSUMPTION

21

Requirement Coverage is variant-specific as well

The change affects diagnostic behaviour, reaction time, fault visibility, hardware-and-firmware interaction and thermal robustness. An unchanged Requirement still needs evidence that applies to the changed configuration.

REQUIREMENT UNCHANGED ≠ OLD EVIDENCE AUTOMATICALLY SUFFICIENT

22

Manufacturing Readiness is already largely resolved

  • 01Incoming component qualification
  • 02Validated assembly process and updated work instructions
  • 03Adapted End-of-Line Test
  • 04Traceability through Hardware Revision H4

MANUFACTURING READY ≠ PRODUCT RELEASE READY

23

Design Release and Manufacturing Release remain separate

DESIGN DEFINED

≠ DESIGN VERIFIED

≠ PRODUCTION PROCESS READY

≠ PRODUCT RELEASED

24

A Deviation is not a substitute for passed evidence

  • 01Affected Requirement Coverage and configuration
  • 02Scope, impact and Mitigation
  • 03Validity, Conditions and Monitoring
  • 04Competent Authority and Change Trigger

REQUIREMENT SATISFIED

≠ DEVIATION ACCEPTED

≠ CONDITIONAL RELEASE

25

The Service Scope has its own requirements

  • 01Is H4 a permitted replacement state for every variant?
  • 02Which firmware belongs to which hardware revision?
  • 03Are H3 and H4 service-compatible?
  • 04Does the service tool recognise the baseline?
  • 05Is Cross-Revision Substitution permitted?

FACTORY EVIDENCE ≠ AUTOMATIC SERVICE-SCOPE EVIDENCE

26

Commercial urgency belongs in the state, but not in the evidence

The discontinued component, limited H3 inventory and customer delivery plans are relevant to the decision. They do not establish that S4-45 coverage is technically sufficient.

DELIVERY PRESSURE ≠ VERIFICATION EVIDENCE

27

Alternatives belong to the release decision

Alternative

A0 — No Release

Meaning

No H4 release under the current state

Alternative

A1 — Resolve v1

Meaning

Alternative

A2 — Variant-Restricted Release

Alternative

A4 — Baseline Split

Meaning

ALTERNATIVE ≠ RECOMMENDATION

28

Authority is itself a state

The Product Release Board is identified but has not exercised the v1 decision. A vote alone cannot eliminate the open Coverage State.

III / WHY v1 CANNOT CLOSE

↓

DECISION SPACE v1 — NOT FINALISABLE

31

Why incomplete documentation would be too broad

The documentation, identities, Requirements and manufacturing state are largely resolved. The blocker is configuration-specific Verification Coverage for a required part of the proposed Release Scope.

32

Why missing Quality Approval would also be wrong

Quality can assess change control, traceability, deviations and QMS gates. Without the relevant mandate, it cannot independently create the professional Safety Coverage for S4-45.

33

Why S4-45 must not be presented as failed

S4-45 — REQUIRED COVERAGE OPEN

UNKNOWN ≠ FAILED

NOT VERIFIED ≠ PROVEN UNSAFE

34

Why passed tests for other variants are not automatically sufficient

S4-08 and S4-22 can support common design characteristics and parts of an equivalence rationale. They do not automatically cover the highest thermal load, S4-45 layout, cooling and combined worst-case state.

TEST PASSED ≠ ALL PRODUCT VARIANTS COVERED

35

Why a special approval does not automatically resolve the blocker

A Deviation or special approval requires a known effect, competent authority, defined Scope, Conditions, validity and Change Trigger. It cannot replace a technical state that is not sufficiently determined.

DEVIATION PROCESS ≠ SUBSTITUTE FOR UNKNOWN TECHNICAL STATE

36

Economic consequences do not change the blocker

Delivery delays, customer disruption, costs and scarce H3 inventory belong to the decision. They do not close the Full-Family Coverage.

37

What SEAL does not say at this point

  • 01S4-45 is unsafe or Firmware 4.8.0 is defective.
  • 02The hardware change is impermissible.
  • 03IEC 61800-5-2 has not been met.
  • 04The product may not legally be made available.
  • 05Technical equivalence is impossible.

The full v1 Release Scope does not yet form a sufficiently defined, finalisable Decision State.

IV / RESOLVE OR REMODEL THE RELEASE SPACE

A blocked Full-Family Release can be resolved within its scope or modelled as another release decision.

39

Path A: Resolve Current Release Space

Path A keeps Hardware H4, Firmware 4.8.0, all three variants, the EU/EEA scope, new production and the proposed service scope unchanged.

What must be materially satisfied for this exact Full-Family Release to be reassessed?

40

Path A: missing Verification Evidence

  • 01High-Temperature Verification and defined Single-Fault Injection
  • 02Worst-case Reaction-Time measurement
  • 03Diagnostic behaviour under combined load
  • 04Complete Test Report bound to H4 / 4.8.0
  • 05Documented setup and traceable conditions

41

Path A: Engineering and Safety State

  • 01Variant-specific Thermal Analysis
  • 02Updated Hardware / Firmware Interaction Analysis
  • 03Formal Equivalence Assessment
  • 04Updated Safety Assessment and explicit Product Safety position

FORMAL EQUIVALENCE ASSESSMENT ≠ INFORMAL ENGINEERING EXPECTATION

42

Path A: Quality and Product Compliance

Quality must see which Requirements are affected, which Evidence supports them, which Coverage remains open and whether a Deviation is sufficiently defined. Product Compliance assesses the concrete product, market and Release Scope.

43

Path A has no preferred outcome

Outcome

Meaning

44

Path B: Remodel the Release Decision Space

Which different release decision is supported by the Evidence that actually exists?

Path B does not ask how S4-45 can be released despite open Coverage. It asks how the Release Scope must change for another governed product configuration to exist.

45

  • 02Cross-Baseline Service Substitution excluded
  • 03Untested mixed configurations excluded

47

The Candidate changes the actual decision

v1 asks whether the whole family may move to H4 / 4.8.0. The Candidate asks whether only S4-08 and S4-22 may move while S4-45 stays on its previous baseline.

RESTRICTED RELEASE ≠ FULL RELEASE WITH A FOOTNOTE

48

The Baseline Split creates a new Configuration State

S4-08 / S4-22 → H4 / FIRMWARE 4.8.0

S4-45 → H3 / FIRMWARE 4.7.2

  • 01Incorrect Variant Effectivity
  • 02Unintended H4 installation in S4-45
  • 03Incorrect firmware binding
  • 04Cross-Baseline Service Substitution
  • 05Mixing in inventory or production

49

New Configuration-Management requirements

  • 01Unambiguous H3 / H4 Revision Identity
  • 02Variant-specific Effectivity and distinct Part Numbers
  • 03Explicit firmware assignment
  • 04Consistent PLM and ERP states
  • 05Versioned Manufacturing Instructions and S4-45 Successor Conditions

50

New Manufacturing Controls

  • 01Segregated material control
  • 02Variant-specific work instructions
  • 03H4 block for S4-45
  • 04Baseline-specific End-of-Line Tests
  • 05Serial-number and revision traceability
  • 06Stop Triggers for Configuration Drift

SCOPE RESTRICTED IN A DOCUMENT ≠ SCOPE CONTROLLED IN PRODUCTION

51

New Service Controls

  • 01Compatibility Matrix and spare-part identification
  • 02Service Tool recognition
  • 03Prohibition of Cross-Baseline Substitution
  • 04Clear H3/H4 replacement rules
  • 05Field Update remains excluded

A FACTORY RELEASE CANNOT SILENTLY CREATE A SERVICE RELEASE

52

External hard constraints remain preserved

A narrower Scope may change which configuration is assessed and which Evidence is required. It may not remove applicable Safety Requirements, replace legal classification, bypass conformity requirements or assume Product Compliance authority.

RELEASE-SPACE REMODEL ≠ REGULATORY WAIVER

When the proposed release scope is broader than the available evidence, SIMULATION can examine missing coverage or another release configuration. The Baseline-Split Candidate remains exploratory until it is materialised and passes BRIDGE.

What SEAL can hold for the Product Release

SEAL can hold Product Identity, Approved Baseline, hardware and firmware, Variant and Market Scope, Release Mode, Requirements, Impact Assessment, Risk and Safety State, Verification Coverage, exclusions, Configuration Controls, Manufacturing and Service Conditions, Authority and Change Triggers.

66

What SEAL explicitly does not claim

  • 01The product is technically safe or legally marketable.
  • 02IEC 61800-5-2 is fully satisfied or the product is CE-compliant.
  • 03S4-45 H4 is safe or unsafe.
  • 04Every conceivable test has been performed.
  • 05Manufacturing cannot create a misconfiguration.
  • 06An authority or conformity-assessment body approved the product.
  • 07Future product liability is excluded.

SEAL holds the governed Decision State at that time. It does not assume the technical, legal or economic release decision.

Later review begins after release. Traceability must be secured while the decision is being formed.

T1: A later diagnostic event

Twelve months later, a machinery customer reports a safety-input diagnostic event involving an S4-22 unit. It is initially unclear whether hardware, firmware, installation, wiring, thermal conditions or an independent field state is involved.

Which exact configuration was released at T0, which Evidence covered it and which information arose only after release?

71

Later Outcome is not T0 Knowledge

Years of trouble-free operation would not make v1 sufficiently supported at T0. A later failure would not automatically make the restricted v2 release unreasonable at T0.

LATER OUTCOME ≠ T0 KNOWLEDGE

72

Concrete later review questions

  • 01Which hardware-and-firmware configuration was released?
  • 02Which variants were included, and was S4-45 expressly excluded?
  • 03Which tests covered S4-08 and S4-22, and which S4-45 tests were missing?
  • 04Why could Evidence not automatically be transferred to S4-45?
  • 05Who held authority over Evidence Inheritance and v2?
  • 06How were H3 and H4 separated in PLM, ERP, Manufacturing and Service?
  • 07Which later information was unavailable at T0?

Why could the originally proposed Full-Family Release not be finalised, how was its Scope changed, and which Configuration, Evidence, Conditions and Authority supported the later restricted release?

74

An existing Factory Release State is not a blanket approval

  • 01New firmware or hardware
  • 02New variants, markets or production sites
  • 03New service procedures or retrofit
  • 04Field Update or Cross-Revision Substitution
  • 05Later S4-45 H4 release

Every material change may require a new Decision State.

75

Real authority remains outside Epistemis

  • 01Epistemis does not perform Safety Verification or Product Validation.
  • 02It does not qualify components or independently assess Functional Safety.
  • 03It does not interpret product law or determine whether a standard has been met.
  • 04It does not accept technical Deviations or issue Design, Manufacturing or regulatory approval.
  • 05It does not replace Product Safety, Quality or Product Compliance.

Epistemis structures and preserves the Product, Requirement, Evidence, Condition and Authority State on which the real release decision was based.

76

Why this case goes beyond PLM, QMS and Test Management

PLM shows product structure and revision; ALM shows firmware build; Test Management shows tests; QMS shows changes and deviations; ERP and MES show material and production state.

Epistemis asks which combination of Configuration, Requirements, Impact Assessment, Verification Coverage, Deviations, Manufacturing, Service and Authority supported the exact release decision at T0.

77

The Epistemis mechanism in four statements

  • 01A blocker explains precisely why the proposed Scope is not finalisable.
  • 02SIMULATION examines missing Current-Space Evidence or another Release Scope.
  • 03BRIDGE checks which exploratory outcomes may enter a governed new State.
  • 04SEAL holds only the bound State whose defined prerequisites are satisfied.

Epistemis is Decision-State infrastructure for a liability-exposed Product Release decision, not a Product Safety recommendation system.

SOURCES / METHOD

Domain reality, illustrative scenario and Epistemis modelling remain separate

Real domain and institutional context

The dossier uses ISO 9001:2026 as a cross-sector QMS reference, IEC 61800-5-2:2016 as a technical reference for safety-related drive systems, the European Commission Blue Guide as non-binding product-rule guidance and Regulation (EU) 2023/1230 as a time-dependent machinery-law reference. None of these sources defines the Epistemis concepts Decision Space, SIMULATION, BRIDGE or SEAL.

Illustrative scenario

Norevia Motion Systems SE, Vektorion SafeDrive S4, all variants, ratings, revisions, firmware versions, EC-2741, the component discontinuation, inventories, tests, missing coverage, roles, dates, economic consequences and the later diagnostic event are entirely fictional.

Epistemis modelling

Decision Space, Decision State, v1/v2, blocker, Current-Space Resolution, Release-Space Remodel, Space Remodel Candidate, Evidence Inheritance, BRIDGE, SEAL, T0/T1 and State Preservation are Epistemis concepts. The architecture keeps exploration, controlled transfer and potential binding completion separate.

Which Product Release would your organisation need to explain later by version and scope?

An Enterprise Pilot starts with one bounded Product Release decision and defines Product Identity, baseline, configuration, variants, requirements, evidence coverage, deviations, conditions, release authority, blockers, permissible remodels, Change Triggers and later reader questions.
